It's a luxury tax, just like cigarettes or restaurant meals.

Alaska charges a spirits tax of $5.60 per gallon, a wine tax of $0.85 per gallon and a beer tax of $0.35 per gallon.

Maryland charges a spirits tax of $1.5 per gallon, a wine tax of $0.40 per gallon and a beer tax of $0.09 per gallon.

Virginia doesn't charge a spirits tax, because as a control state, it sells all liquor directly, but it does charge a wine tax of $1.51 per gallon and a beer tax of $0.26 per gallon.

If you can't afford that, you probably shouldn't be wasting money on booze in the first place.
