Next time you have a bad flight on a commercial airline, just say to yourself: well, that might have been lame, but at least no one masturbated in my hair.

I don't know if the staff would have known. Part of me says yes, they should have had a bad vibe from this. They have passenger lists, they know who is sitting where, and should have been alert to some guy moving to sit next to some young thing for no apparent reason. But would they have known about his creepiness if he was originally ticketed to sit next to her? I don't know. I just can't imagine how a guy could jerk off and manage to get it in her hair if he was being subtle (like under a blanket or something) without someone noticing.
However, the woman is an adult and should have better awareness of her personal space. I know it isn't always easy to stay awake on a boring, long flight, but as a woman traveling alone, I wouldn't leave myself vulnerable like that.
This guy is a Class A creep and should be punished for what he did.
Don't get me wrong obviously I think Penis McJerkyPants should definitely get in some serious shit for this. But it was 11pm (later really for the moving-west passengers), people were sleeping. I'm just thinking it's probably easy to miss one dude change seats, I doubt he was doing what he was doing for very long. If every passenger is to be monitored every minute you'd probably need to install cameras and a little in-plane security station right? The flight attendants do have shit to do. So, yeah it's a fucked up situation but you just can't monitor all people all the time. So now she sues the airline, opening (or holding open) the door for more people to sue airlines for the stupid shit other passengers do, and more airlines go out of business...
Yeah, seat changes are common. The airlines don't even track when you move, assuming you traded with someone else (or an empty one). As long as your name is on the list of flying passengers, they don't care too much where you sit.
Basically, this woman doesn't have much of a case vs the airline. She's going to need to sue the guy himself.
Maybe it's smart to ask your nearby passengers their names. If you find yourself sitting next to Penis McJerkyPants, or Flatusia Gastulous or whoever, it's probably good to ask for a seat change.
